I require a qualified/experienced HVAC / Mechanical Services Engineer to prepare a practical and economical air-conditioning and mechanical ventilation design for a small single-storey medical/dental clinic in Vineyard, NSW, Australia. The existing building is approximately 103 m² and is being converted into a medical/dental clinic. The architectural floor plan will be provided. It includes Waiting/Reception, GP Doctor room, Dental Surgery, X-Ray, Sterilisation, Stores, Corridor and Accessible WC. The approved architectural drawing already requires the toilet to have mechanical ventilation ducted to the exterior. The intention is to use one ducted split air-conditioning system, if practical, with approximately two zones. A preliminary capacity of 14–16 kW has been considered, however the designer must perform the appropriate heat-load calculation and determine the correct capacity. Some windows located within 3 metres of the property boundary will be replaced with fixed/sealed glass blocks and therefore must not be relied upon for natural ventilation. Required deliverables: Heat-load/cooling and heating calculations and recommended AC capacity. Ducted AC layout showing indoor and outdoor unit locations. Supply-air and return-air duct layout and sizing. Supply diffusers and return-air grille locations and air quantities. Calculation of the minimum required outside/fresh-air ventilation for each relevant space in accordance with NCC 2022 and AS 1668.2. Economical method of introducing outside air into the ducted AC system where compliant. Accessible WC mechanical exhaust design and exhaust-air quantity. Fresh-air intake/exhaust locations, fans, filters, grilles/louvres and duct sizes. AC zoning and controls. Equipment/fan/diffuser schedule sufficient for Australian contractors to quote and install the system. Mechanical drawings suitable for tender/construction. Relevant design calculations and compliance statement/documentation. The objective is not a sophisticated commercial HVAC system. Because of uncertainty surrounding a possible future TfNSW road-widening/acquisition project, capital expenditure needs to be kept as low as reasonably possible. I therefore want the simplest, lowest-cost design that properly complies with NCC 2022, AS 1668.2 and applicable Australian Standards. Where practical, preference would be for a simple arrangement such as: Filtered outside-air intake → appropriately sized fresh-air fan → ducted AC system → occupied rooms with a separate WC exhaust system, provided this can satisfy the applicable requirements. Please include with your offer Please confirm your experience designing HVAC systems to Australian NCC/AS requirements, particularly AS 1668.2; your engineering qualifications; examples of similar Australian projects; exactly what drawings/calculations will be supplied; whether you can provide Australian mechanical design certification suitable for NSW CC/Occupation Certificate purposes; fixed fee; and turnaround time. Important: Please do not bid if you can only produce an AutoCAD duct layout without carrying out the required HVAC load and NCC/AS 1668.2 ventilation calculations.
